Requirements:

~A local university degree, or equivalent;

~A master’s degree in Library Science, or equivalent;

~At least 7 years’ post-qualification experience in library management, of which 3 years must be in a supervisory capacity or coordination position in public libraries/resource centres/libraries of tertiary institutions or universities

~Rich experience in publicity of library resources and services;

~Sound knowledge of the educational developments, preferably with post-qualification experience in teaching/curriculum development;

~Good communication skills, proficient in Cantonese, English and Putonghua;

~Good organization and planning skills;

~Motivated, mature, independent and performance-oriented; and

~Good knowledge in integrated library systems and computer application (MS Word, MS Excel and Chinese Word Processing), digital library technologies, library automation system and library operation.

 

Duties:

 

(a)   Assisting the strategic planning and development of CRC and Cyber platform;

 

         (i)  To provide assistance in planning and development of CRC’s services to meet the needs and demands of target users and the Bureau;

 

        (ii)   To provide assistance and information to the senior management of the Bureau for long term and short term planning of education policies; and

 

       (iii)    To help evaluate the effectiveness of CRC’s services in relation to the needs of the Bureau.

 

 

 

(b)   Managing CRC operation and developing its collections;

 

 

 

       (i)      To supervise the day-to-day operation of CRC, including charging and discharging of library materials, cataloguing of collections, transportation of library materials, sorting and shelving of library materials;

 

      (ii)       To maintain CRC’s bibliographic and electronic databases and the online catalogue;

 

      (iii)      To be responsible for collection development and acquisitions, including updating and enhancing the collection and stock management; and

 

      (iv)      To enhance the library automation system and maintain CRC’s website.

 

 

 

(c)   Organizing library and educational programmes;

 

 

 

     (i)  To plan, implement, coordinate and review CRC’s programmes and to provide users with updated educational resources;

 

    (ii)   To organize training workshops for EDB colleagues and teachers on the search and use of both printed and electronic educational resources;

 

   (iii)    To arrange and conduct library tours for EDB staff, educational professionals, teachers, parents and visitors from educational institutes and authorities;

 

   (iv)    To liaise with other bureaus/ departments/ tertiary institutes/ public libraries/ organizations for collaboration with CRC and to promote services of CRC; and

 

   (v) To conduct visits to schools/ tertiary institutes/ public libraries to promote services of CRC.

 

 

 

(d)   Developing customer-oriented service;

 

 

 

    (i)    To plan and implement promotional strategies to publicise CRC’s resources, services and facilities to boot up visitors and utilization;

 

    (ii)   To provide referencing service and to conduct information search for EDB staff, teachers and educational professionals;

 

    (iii)  To support school teacher librarians in cataloguing education resources, and facilitate school libraries to establish quality bibliographic records in Union Catalog scheme;

 

    (iv)  To provide professional library services on cataloging resources and to identify problems of the bibliographic records;

 

    (v)   To oversee the book registration procedure to support EDB publications;

 

    (vi)  To produce monthly e-publications to inform members of the latest CRC’s collections, activities and services;

 

    (vii)To liaise with external communities and associations to ensure the application of best library practices and sharing of community resources;

 

 

 

(e)   Assisting in the preparation of CRC’s budget and monitoring of its spending performance;

 

 

 

(f)    Managing a team of 5 professional library frontline staff in the delivery of library and support services to the users, drawing up duty roster and provide in-service training to the frontline staff; and

 

 

 

(g)   Performing any other duties related to the CRC as assigned.
