Pacific Andes Group is headquartered in Hong Kong and includes companies listed on the Hong Kong and Singapore Stock Exchanges.  The Group is an international market leader in the production of fishmeal and fish oil and supply of frozen seafood with full capabilities in harvesting, sourcing, processing, testing and distribution.  This positions the business uniquely to serve the needs of wide range of international customers, many of whom are leading FMCG brands.  The Group produces fishmeal and fish oil in Peru, operates seafood processing facilities in China, and the US, together with investments processing plants in Germany and France.  The Group's fishing fleet operates in major fisheries throughout the world, most recently establishing operations in Namibia.  Its distribution network spans across all continents.  As the company continues to move forward in its business expansion and global leadership, it requires a strong human resources function at head office in Hong Kong to meet its objectives in ensuring the development of an employee-oriented company culture that emphasizes quality, continuous improvement, key employee retention and development, high performance and the health and safety of its workforce.  The position of Human Resources Director to oversee and manage the Group's Human Resources function has recently become open.

Responsibilities
  • Lead the human resources team at corporate level across the Group companies and be accountable for the provision of human resources expertise, including organizational design, staffing, training, career development, compensation management, performance management, employee relations, talent acquisition and succession planning
  • Develop organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives
  • Coach a virtual team of human resources Directors and Managers from the Group's global operations
  • Regularly review human resources policies and practices across the Group to ensure that they comply with business needs and relevant regulations, anticipating legislation; enforcing adherence to requirements; advising management on needed actions
  • Drive the delivery of staff engagement programs, communicating and enforcing organization policies and values, working closely with the Communications, CSR, and Sustainability functions at head office
  • Ensure that Group-wide human resources data is collected, collated and analyzed, and that regular reports are provided to executive mangement; manage and maintain electronic file document retention of corporate and HR-related information
  • Develop human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results
  • Ensure that staff costs and office administration spending are well planned and within budget
  • Develop and maintain training and induction programs for new staff
  • Ensure adherence to the best standards in health and safety in vessel and processing operations, working with the human resources and safety departments in the Group's global operations; supporting health and wellness programs in office operations
  • Build solid relationships with the executive team and employees at all levels to ensure that human resources needs of a growing business are being effectively met
  • Support management by providing human resources advice, counsel, and decisions; demonstrate ability to see the big picture and provide useful and strategic advice and input across the company and on the senior executive team
  • Coordinate for and prepare annual competitive compensation analysis for staff positions
  • Work closely with the CEO to ensure the development of an employee-oriented company culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance
 
Candidate Profile
  • Demonstrated capability to lead the human resources team
  • At least 10 years' experience as a human resources professional in a corporation with multinational operations
  • Strong business acumen and commercial sense
  • Experience in driving the planning and execution of human resources strategies and initiatives
  • Sound experience in designing and executing employee performance measurement and incentive schemes and succession planning
  • In-depth knowledge of emplyment law in Hong Kong and an understanding of the principles underpinning employment law globally
  • A track record of being innovative and proactive, with a flexible management style
  • Excellent attention to detail in the preparation of all materials
  • Excellent communication, organization, presentation and negotiation skills
  • Ability to comfortably read, write, and present in English
  • An ability to interact effectively with a variety of staff from various cultures and countries
  • Ability to maintain information in strict confidentiality and demonstrates a high degree of common sense
  • Degree or higher qualification in a relevant discipline

Highly desirable qualities
  • Experience in a Director role managing a team of human resources personnel
  • Knowledge of international employment matters and best practices; the International Labour Organisation (ILO) and International Maritime Organisation (IMO)
  • Ability to establish and maintain open communication, culture, and cohesiveness across Group operations
  • Ability to communicate in Mandarin, both in writing and orally, would be an advantage
