The University of Hong Kong (HKU) is collaborating with Shenzhen Government to develop The University of Hong Kong-Shenzhen Hospital as a teaching hospital of HKU. With the presence of HKU, a new operation model for the Hospital will be introduced, aiming at providing high-quality services from primary to tertiary levels to patients in the region, whilst sustaining a teaching and training mission well supported by a robust research component. The Hospital has commenced operation since October 2012.

Applications are invited for appointment as General Manager (Finance) of the HKU-Shenzhen Hospital, tenable from as soon as possible, on a two- to three-year fixed-term basis. As the Hospital is located in Shenzhen, travelling to Mainland China is required.

The incumbent will report to the Executive Deputy Hospital Chief Executive as part of the Hospital’s management team in contributing to the successful operation of the Hospital’s service delivery within attainable resources through strategic and tactical financial leadership. The key responsibilities include:
1.Directing and managing the day-to-day operations of the Hospital’s finance team to provide full range of financial services and ensuring quality assurance of financial operations and controls within the Hospital.
2.Taking an active role in the annual planning and budgeting processes and provision of financial advice and decision support for performance management and improving the financial status of the Hospital.
3.Contributing to develop policies and guidelines on financial policy and systems development, financial and accounting regulation; ensuring compliance of financial policies and regulations, and maintaining an effective system of internal controls in mitigating financial risks.
4.Liaising with external stakeholders, in particular the relevant China authorities on securing funding and/or resolving funding; PRC tax reporting for staff seconded from Hong Kong and FX remittance issues.
5.Ensuring financial governance responsibility to the Board of Directors and necessary financial reporting to the relevant stakeholders.
6.Providing leadership in the operation of finance function and ensuring the effective functioning of all aspects of finance services to support the operational management of the Hospital.

Requirements:
1.Holder of a good university degree with a fully qualified professional qualification in accounting. With at least 10 years’ managerial experience in different areas of the professional finance/accounting functions from public organizations or large corporations.
2.Strong leadership qualities and able to lead by example to generate trust and enthusiasm from staff. Excellent management skills with strong commitment to drive and ensure achievement of objectives.
3.Solid experience in planning, implementing and overseeing a full range of financial services/systems (including but not limited to annual budgetary planning, monitoring and control; resources allocation; financial management; cost accounting and revenue collection), and development and quality assurance/controls of financial operations.
4.Substantial experience and expertise in developing policies and guidelines on financial policies, financial and accounting regulations and financial analysis of performance.
5.Sound knowledge of regulations and experience in PRC tax and other statutory requirements, including personal and business tax reporting; procedures for procurement of services and equipment from outside and foreign currency remittance.
6.Broad public administration or healthcare knowledge to facilitate development of financial strategies and engagement of stakeholders from different settings/culture to ensure sustainable provision of cost-effective services.
7.Good knowledge of corporate financial audit and system controls, preferably with operational experience in healthcare organizations.
8.Robust operational experience in asset management and knowledge of corporate strategic planning and modelling of asset management;
9.Strong analytical mind with the ability to identify/foresee problems, irregularities and implications of events and changes with regard to financial management.

Excellent interpersonal and communication skills with the ability to establish network and build trust with stakeholders from healthcare organizations and mainland government authorities and departments. Fluency in Putonghua and English is required.
