Assistant Commissioner for Primary Healthcare (Primary Healthcare Commission)

Office: Strategy & Planning Division, HA Head Office

Pay: HK$206,831 to HK$280,098 per month (including Monthly Allowance)

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Job

The post-holder will be seconded to the Primary Healthcare Commission (PHCC), Health Bureau with main duties as follows:

1. To support the Commissioner for Primary Healthcare in overseeing the primary healthcare development and implementing initiatives set out in the Primary Healthcare Blueprint.

2. To develop workforce planning to support primary healthcare development in Hong Kong.

3. To steer the planning and development of professional training as well as service scope of primary healthcare providers.

4. To develop the quality assurance scheme for services under the governance of PHCC.

5. To steer the development of primary care directory / primary care register.

6. To perform any other related duties as assigned.

Entry Requirements

1. Tertiary education with substantial management experience at senior level in healthcare services.

2. Good knowledge of and relevant experience in the operation of public hospitals preferably in Hong Kong.

3. Strong leadership and commitment to driving changes.

4. Excellent interpersonal, communication and negotiation skills.

5. Analytical, innovative and committed to achieving strategic results.

6. Good command of written and spoken English and Chinese.

Preferable Attributes/Exposure

1. Possession of medical/healthcare administration qualification is a definite advantage.

2. Good knowledge of and relevant experience in public health and clinical services in Hong Kong and/or overseas.
