We are now looking for a suitable person to fill the following position in the Facilities Management Office:    

 

Assistant Facilities Manager (Building Services) (FMO) (Ref: 260022Z)

 

Major Duties and Responsibilities 

The appointee will be responsible mainly for the following:

  • Conducting in‑house feasibility studies and providing professional advice on building services solutions that meet the required quality, safety and regulatory standards;

  • Coordinating with in‑house designers and producing detailed MVAC, FS, P&D, ELV and electrical designs, calculations, specifications and drawings for tender issuance, using industry‑standard CAD and BIM software;

  • Reviewing designs and outputs prepared by external consultants, and contractors' submissions (including shop drawings, equipment schedules, installation details and method statements), to ensure compliance with design intent, statutory requirements and industry standards, and providing recommendations to the project team;

  • Ensuring fully integrated and coordinated MEP design with architectural, structural and other disciplines, including interfaces with builder's works, site possession and access arrangements; 

  • Overseeing assigned projects from design through construction to handover, managing timelines, budgets and resources to ensure timely and cost‑effective delivery to the required quality;

  • Monitoring project expenditure and progress through effective project and construction management techniques, and ensuring adherence to building regulations, safety requirements and industry standards;

  • Reviewing technical proposals and site works to ensure the required quality and safety standards are maintained; 

  • Taking a leading role in the supervision of installation and testing and commissioning (T&C) of building services and equipment, working closely with contractors on the preparation, planning and implementation of the works;

  • Carrying out site inspections and quality checks to verify that installation work meets design specifications and standards;

  • Preparing pre‑commissioning checklists, T&C procedures, acceptance criteria and commissioning sequences for critical equipment, and assisting in the formulation of the overall commissioning programme in line with project key dates;

  • Providing technical support and resolving engineering issues during the installation and commissioning phases; 

  • Liaising with government authorities, consultants, contractors, architects and internal parties on project requirements and progress;

  • Collaborating with stakeholders and in‑house specialists to ensure user requirements are met and projects are successfully delivered;

  • Maintaining comprehensive records and preparing technical documentation, drawings, reports and regular progress reports; and

  • Performing any other duties as assigned by supervisors.

 

 

Candidates

Candidates should possess the following qualifications, experience and competence:

  • A recognised degree in Electrical Engineering, Building Services Engineering or a related discipline;

  • Preferably corporate membership of the Hong Kong Institution of Engineers (MHKIE) or equivalent;

  • At least 5 years' relevant post‑qualification experience in the design, construction, operation and maintenance of building services installations;

  • Proven experience in handling medium to large‑scale education, institutional, hostel, office or asset enhancement projects;

  • Solid experience in new building and fit‑out design, production of schematic drawings, and tender preparation and assessment; 

  • Excellent knowledge of building services engineering, covering design, installation, operation and maintenance;

  • Familiarity with building regulations and related statutory requirements;

  • Strong leadership and project management skills, with good analytical, negotiation and organisational abilities;

  • Excellent communication, presentation and interpersonal skills, with a service mindset;

  • Proficiency in MS Office applications and AutoCAD;

  • Good command of written and spoken English and Chinese; knowledge of Putonghua is an advantage;

  • Proactive, self‑motivated team player with strong attention to detail and the ability to perform under pressure; 

  • Preference will be given to candidates with building services experience gained in both developer and consultancy firms; and

  • Knowledge and experience in BIM will be an added advantage.

An attractive remuneration package, including basic salary, an end-of-contract gratuity, and a discretionary incentive payment, where applicable, will be offered to the right candidates.
