Manager – Assessment Technology and Research (Global Assessment and Learning) (Ref: ATR/09/344)
The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body which administers public examinations in Hong Kong. Our scope of responsibility extends to administering over 200 international and professional examinations. We are looking for talented people to join hands with the HKEAA family in contributing to the provision of valid, reliable and equitable examinations and a range of assessment services to meet the educational and societal needs of the community. Manager – Assessment Technology and Research (Global Assessment and Learning) (Ref: ATR/09/344)
Duties: The appointee will be responsible for providing scientific and managerial leadership for large-scale international and local assessment projects undertaken by the Global Assessment and Learning Centre, including the Progress in International Reading Literacy Study (PIRLS) 2026, Trends in International Mathematics and Science Study (TIMSS) 2027, and the TSA Questionnaire Study. The appointee will oversee the design, planning, implementation, and quality assurance of data collection, analysis, reporting, and research dissemination in accordance with internationally prescribed procedures and project requirements. The appointee will be expected to develop proposals for additional research funding, and, where funding is secured, lead the design, implementation, and dissemination of the related research. The appointee may also participate in other research and psychometric work, undertake ad hoc research projects, perform organizational or divisional duties, and carry out other tasks assigned by the supervisors.
Requirements:
(a) A doctoral degree in Educational Measurement, Statistics, Quantitative Psychology, or a related discipline;
(b) At least 8 years of relevant experience in large-scale or international assessment, including a minimum of 3 years of managerial experience;
(c) Substantial experience in the design, development, administration, and management of large-scale assessment and survey projects, preferably involving international data collection;
(d) Experience in collaborating with government departments, international organizations, schools, academics, and other education stakeholders is an advantage;
(e) Experience in developing research proposals and securing external research funding is an advantage;
(f) Excellent knowledge of the end-to-end assessment process, including assessment design, sampling, instrument development and adaptation, administration, quality assurance, data analysis, reporting, and dissemination;
(g) Strong knowledge of research design and quantitative and qualitative research methodologies;
(h) Sound knowledge of psychometrics and statistical analysis, with experience in educational measurement and large-scale assessment data being an advantage;
(i) Demonstrated ability to manage multiple complex projects, deliverables, budgets, timelines, and stakeholder expectations;
(j) Excellent professional and technical report-writing skills;
(k) Strong organizational, project planning, problem-solving, and management skills;
(l) Excellent and dynamic leadership, interpersonal, and team management skills;
(m) Strong ability to communicate research findings to both technical and non-technical audiences;
(n) Outstanding presentation and communication skills in English, Cantonese and Putonghua; and
(o) Ability to work under pressure, manage competing priorities, and adapt to changing project requirements and unforeseen circumstances.
Employment Terms: The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
