We are now looking for a suitable person to fill the following position in the Office of Planning and Analysis:
Systems Analyst (OPA) (Ref: 2600230)
Major Duties and Responsibilities
The appointee will be responsible mainly for the following:
Translating complex functional business rules and user requirements into comprehensive specifications, database schema designs, and system workflow diagrams;
Designing, developing, and managing APIs and system integrations, ensuring solutions are scalable, secure, and aligned with requirements and standards;
Collaborating with project teams to develop test strategies, oversee testing phases, and resolve defects to meet quality benchmarks;
Authoring user documentation, delivering system training workshops, and providing ongoing post-implementation support;
Auditing system outputs for accuracy, collecting user feedback, and implementing continuous platform enhancements; and
Undertaking other duties as assigned by the Director of the Office of Planning and Analysis.
Candidates
Candidates should possess the following qualifications, experience and competence:
Bachelor’s degree in Computer Science, Information Systems, or a related quantitative field;
Minimum 2 years of experience as a Systems Analyst, Analyst Programmer, or Software Engineer;
Demonstrated experience in user requirement gathering, systems analysis, and technical documentation;
Strong knowledge of relational database design, data modelling, and SQL (e.g., MySQL, PostgreSQL, SQL Server);
Hands-on full-stack development experience with:
(i) Backend technologies and frameworks (e.g., Python/Django, Node.js);
(ii) Frontend web technologies (e.g., React, JavaScript, HTML5, CSS3, Bootstrap); and
(iii) RESTful API design, microservices architecture, and data integration.Excellent written and verbal communication skills in both English and Chinese;
Proven analytical, diagnostic, and problem-solving capabilities; and
Familiarity with Microsoft Dynamics 365 or enterprise CRM/ERP solutions is a definite plus.

An attractive remuneration package, including basic salary, an end-of-contract gratuity, and a discretionary incentive payment, where applicable, will be offered to the right candidates.
