Responsibilities:

  • Proactively work with user departments to analyze and identify business needs, issues, market situation and recommendations
  • Direct the development of sourcing plans for key procurement projects
  • Assist the Manager, Procurement to develop the most appropriate procurement and contract strategies for the responsible commodities and procurement projects
  • Implement the procurement activities which are fully compliance with corporate procurement policy & procedures
  • Support as team member in cross functional team on tender assessment
  • Support user departments for the preparation of approval and recommendation papers
  • Supervise a team of Senior Officers and Officers to ensure effective implementation of procurement strategies for the low-to-medium value purchase
  • Manage the relationship among suppliers and users, and provide support to enhance supplier management system  
  • Assist the Manager, Procurement to promote and implement procurement initiatives to streamline process and improve efficiency of the Department

 

 

Requirements:

  • Degree holder in Business Administration, Purchasing & Supply and/or other related disciplines
  • Member of Chartered Institute of Purchasing and Supply ( CIPS) or equivalent would be an advantage
  • 8 years’ relevant working experience, of which at least 3 years’ experience at supervisory level in the procurement of service contract and consultancy services
  • Experience in sourcing, tender and contract preparation for corporate goods and services
  • Experience in using Enterprise Resources Planning (ERP) system, e.g. Oracle Financial/ Procurement system is preferred
  • Excellent communication, influencing and presentation skills
  • Good understanding and interpretation of WTO/GPA governance and compliance
  • Good spoken and written English and Chinese. Knowledge of Putonghua is preferred
  • Excellent computer literacy in MS Words, Excel and Powerpoint
