Job Function
As an Associate Director within the analytical team you are expected to provide high quality, timely analysis, and concise reports with respect to the financial strength of a portfolio of Chinese provincial and local governments as well as related entities (i.e. primarily LGFV), and acting at all times with the highest standards of professional excellence, ethics and integrity.


Job Description

  • Assume lead analytical responsibility for a portfolio of Chinese provincial and local governments as well as related entities (i.e. primarily LGFV).
  • Develop in-depth knowledge of the assigned regional/local governments and related entities.
  • Monitor economic trends and developments, analyze government financial statements, monitor financial market activities, analyze credit quality using both quantitative and qualitative methods, and accumulate in-depth knowledge of the governments.
  • Build and maintain high quality relationships with senior management at regional and local governments.
  • Prepare rating committee materials and recommendations.
  • Write in-depth, high quality, insightful and focused research on credit trends and specific issuers.
  • Perform and present in-depth fundamental credit analysis effectively and comprehensively on each issuer in a portfolio at rating committees.
  • Manage the junior analysts in the credit analysis.
  • Additionally, assist in the analysis of a broader portfolio of government credits globally.
  • Actively participate in regular outreach events such as investor briefings, teleconferences, conferences and third party presentations.
  • Some public speaking and travel would be required.


Required Qualifications & Attributes:

  • Strong academic background is required. Graduate degree or equivalent, in Economics, Finance, Business, or Public Administration
  • Strong quantitative aptitude and proven analytical skills
  • Knowledge of corporate finance and accounting principal is essential
  • Relevant experience of 5 to 8 years in public finance and relevant credit research experience in corporate is essential
  • Proven financial modelling and statistical research capabilities with familiarity of China data sources such as WIND, National Bureau of Statistics and regional government periodic publications is essential
  • An in-depth knowledge of the Chinese central, provincial, and local government hierarchy and system is essential
  • An in-depth knowledge of the Chinese tax system, transfer payment, and budgetary allocation among central, provincial, and local governments is essential
  • An acute sense towards NDRC and other related government regulatory bodies’ policy announcements, and possess the ability to interpret them and understand their implications on a visceral level
  • A deep understanding of the Chinese culture and mentality
  • Ability to build rapport with Chinese clients and counterparts
  • Excellent communication skills in Mainland Chinese linguistics and English - able to communicate clearly and precisely, both verbally and written (i.e. able to type in simplified Chinese)
  • Presentable and articular, capable of communicating complex concepts into simple terms
  • Highly motivated and self-confident, able to influence decisions and others 
  • Highly organized and efficient, with ability to multi-task and able to meet tight deadlines
  • Strong MS Office skills; principally Excel, Word and PowerPoint
