Job

Reporting directly to the Chief Information Officer, the post holder will be a key part of the IT Executive Team responsible to formulate the overall direction & orchestrate the planning, organizing and management of the core common services facilitating the strategic development of IT services including Enterprise Architecture, Quality Assurance, Vendor Management, IT Innovation and User Experience.  The key roles and responsibilities of the position are as follows: 

  1. Lead HA Enterprise Architecture Programme to build the application, technical and data structure supporting HA businesses including but not limited to HA’s Agency projects for Health Bureau and Department of Health.
  2. Lead the architecture teams to build a holistic enterprise model for entire IT to collaborate and transform IT capabilities critical to success of Hospital Authority initiatives and sustaining of ongoing demand.
  3. Lead, synergize and harmonize the development and design of the future HA Digital Health Platform including Common Services, Common Data Platform, Cloud Platform and Database Platform for HA and Agency projects.
  4. Lead IT Strategic Programme by overseeing IT innovation, IT professional development, user experience development, vendor management and executive reporting.
  5. Work as an extended arm of Head of IT&HI, Chief Information Officer/Chief Medical Informatics Officer and lead designated executive programmes with regular progress reporting to board level and HA senior management for governance and decisions.
  6. Oversee Chief Information Security Officer in establishing and enhancing cybersecurity best practices, tools and governance aligning with business objectives.
  7. Oversee Chief Privacy and Quality Officer in evaluating and developing strategies to instigate continuous product quality improvement.
  8. Influence, manage and align both internal and external stakeholders’ expectation in deriving and implementing initiatives under the area of responsibility.
  9. Establish effective communication with stakeholders at different levels to facilitate consultation and collaboration in alignment of the business objectives.
     

Requirements

  1. Degree in Computer Science or relevant disciplines; or equivalent.
  2. Over 18 years’ post qualification Information Technology (IT) related experience.
     

Preferred Attributes

  1. At least 10 years’ post qualification enterprise working experience, with more than 5 years in senior management position from at least two disciplines: enterprise architecture planning, enterprise product development, complex project implementation, enterprise infrastructure development, support and operation of large-scale IT systems.
  2. Transformational leader with extensive open source and agile development experience and track record in architecture planning leading IT response to the most disruptive technology change and future demand.
  3. Collaborative leader with solid experience in establishing and implementing corporate policies and guidelines for large IT organization management, project governance and resource monitoring.
  4. Strong technical mind-sets and hands-on capabilities in cloud native development, product methodology and architecture modelling in order to lead a large team of technical professionals.
  5. Strong leadership qualities as well as excellent communication and influencing skills in managing internal and external stakeholders and cross functional teams.

Remarks

  1. Appointment will be on contract terms for a period of 2 - 3 years.  Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance.
  2. May be required to work in another work location to meet service needs of the HA.
  3. Relevant experience gained in HA may be considered as equivalent to post-qualification experience.
