We are currently recruiting the following position to join the Authority.

General Manager, Project Procurement and Control (Ref: R3101)

Reporting to the Chief Projects Officer (CPO), you will be responsible for:

  • overseeing project procurement process, contract management and budgetary / control functions supporting 1) Project Management, 2) Construction and 3) Engineering Services Departments of Projects Division;
  • overseeing the overall cost management on a daily basis to ensure all projects executed within approved budgets;
  • establishing procurement strategies for design consultancies, construction and operation of various facilities of the Authority;
  • supporting the CPO to manage and produce annual Business Plan in respect of the Projects Division;
  • reviewing and controlling approval of proposed changes, project expenditures and payments;
  • overseeing and controlling all procurement, contract management and budgetary / cost control activities to ensure they are in compliance with the relevant contract conditions and the Authority’s governance procedures;
  • supporting 1) Project Management, 2) Construction and 3) Engineering Services Departments of Projects Division in managing consultants’ and contractors’ deliverables, identifying areas of concern, recommending mitigation measures and monitoring projects’ progress and performance;
  • assisting the CPO in reviewing consultants’ performance, selecting, supervising and undertaking annual appraisal of senior project staff;
  • liaising with internal and external stakeholders including Finance, Audit and various User Departments of the Authority, Government Bureaus and Departments, and other organisation in respect of WKCDA projects;
  • leading the process of funding coordination for Works entrusted by the Government;
  • assisting the CPO and work in collaboration with User Departments of the Authority in the preparation of the Build-Operate-Transfer (BOT) tenders including the formulation of the sub-entrustment agreement with the Government Bureaus and Departments;
  • developing internal policies and procedures for the Projects Division for procurement and control of various consultancies and works contracts;
  • responsible for themanaging the contracts and control of all outsourced lead consultancies and works contracts across the development, ensuring all cost targets are met as required under our respective agreements;
  • supporting 1) Project Management, 2) Construction and 3) Engineering Services Departments of Projects Division for ensuring that all design consultants produce design that meet our budgets and programmes and works contractors adhere to contract terms;
  • responsible for managing and resolving any claims or variations arising from the management of either our consultancies or works contracts including liaison for mediation and/or arbitration process;
  • ensuring that all staff of the Project Procurement and Control Department work effectively and efficiently to meet budget requirements;
  • collaborating with 1) Project Management, 2) Construction and 3) Engineering Services Departments of Projects Division for ensuring effective planning of design budgets and programmes;
  • presenting for approval key design, cost and programme issues to Board, Development Committee and Change Control Committee; and
  • performing any other duties from time to time as the Authority may reasonably direct.

 

The Ideal Candidate should:

  • possess a recognised University Degree in Quantity Surveying, Building, Engineering, Project Management or equivalent;
  • have membership of an appropriate professional institution or equivalent.;
  • have at least 20 years of post-qualification relevant experience including the contracts and cost management of major building or engineering projects, of which 10 years should be in a senior management position; and
  • have excellent oral and written communication skills in both English and Chinese and interpersonal skills.
