Role Summary:


With strong business growth and more business functions being added to the organization, projects are becoming more sophisticated and complex. There is an expectation from business partners that the business will increasingly improve its implementation excellence and execution capacity. The Project Management Office (PMO), requires a leader in the PMO to monitor and advise on the portfolio of projects across Manulife (International) Limited Hong Kong, to mentor and coach portfolio managers across the company, championing the definitive standard for process, tools and the culture of project management activity.


The Project Management Office has regular deliverables for, and interaction with, the Senior Management Team (SMT). The Head of PMO is accountable for ensuring the company’s Project Management Framework is embedded in all project activity across the business. This framework includes idea generation, project planning, budgeting, benefits realization and stakeholder management among other things.


Reporting to HK Delivery Lead, the Head of PMO is responsible for leading the activity of the PMO including coordinating with the Portfolio and Practice Managers, planning/scheduling, process management, financial management, task delivery and the hiring and appraisal processes.


Primarily, the Head of HK PMO will be responsible for defining and maintaining the standard project processes related to project management within the organization. He/She will provide and enforce a set of standards, methodologies, scoping and planning as well as risk management and financial management for the entire program.


This position also requires knowledge of the Manulife Project Management framework for significant business projects, providing adequate support for project prioritization, and facilitating program/portfolio management for HK executives.


Result Areas:

  • Manage the HK Project Office.
  • Work closely with the Project Directors to manage core project processes.
  • Understand the documentation and communication of project process and work flows.
  • Identifying issues and risks.
  • Strong skills in estimating project costs, Gantt charts, project planning and reporting and management tool.
  • Managing the overall finances of the PMO and the Manulife project portfolio.
  • Ensuring adherence to Manulife and project processes and procedures for project management.
  • Establishing the appropriate project management methodology and implementation of relevant tools.
  • At least 3-5 years of experience in program management related role, on large and complex projects.


Required Personal Qualities/Skills/Competencies that are Critical to the Job:

  • Requires in-depth knowledge of knowledge management, risk management, scoping, planning and reporting methodologies application concept, information systems, software development life cycle, leadership skills and stakeholder management.
  • Experience in project management and in establishing an enterprise PMO functions for large multi project programs of work.
  • Experience in developing and implementing project methodologies and processes.
  • Experience with managing competing priorities of different projects.
  • Strong financial management experience.
  • Experience managing a team of PMO analysts.
  • Problem solving and root cause identification skills and able to anticipate difficulties and identify contingency plans.
  • Understand who are the key decision makers and influencers.
  • Exceptional communication skills, which include verbal, written and listening.
  • Ability to consult to, negotiate and influence at all levels of the organization.
  • Able to drive and motivate team members, which include cross functional teams.
  • Keep people focused on the problem to be solved.
  • Continuously improve management skills.
