Function Description

The function of the Health, Safety & Environmental Manager is to ensure that the company is in compliance with Health & Safety legislation, Safety policies, ISO standards and government regulations.

The HSE Manager works proactively with other managers to establish and maintain a system that promotes a culture of safe working practices not only across all departments and projects but also in our suppliers and factories.

The function of the HSE Manager is also to ensure that all environmental procedures are in compliance with the company’s requirements, Government Regulations and ISO standards.

Key Responsibilities

  • To lead and drive the HSE function strategies and related activities in Kong Kong;
  • To be responsible for the Project and Site Safety staff works with the various departments within the company to prepare the Project/Site Health, Safety and Environmental Plan;
  • To provide regular EHS performance reports for the management review of the past performances and the progresses of improvement initiatives;
  • To ensure that the Company Health, Safety & Environmental policies are regularly reviewed and updated in order to be fully compliance with the Group policies, ISO regulations and Local Government legislation;
  • To support Project, Technical and Site teams in the preparation of Method Statements to ensure that all operations are conducted in the safest manner possible;
  • As a key person if serious accident happened. Provide root cause analysis and drive the preparation of remedial action plan; Supervise the preparation of emergency response plan to deal with emergency situations for the safety of employees and contractors & Consultants;
  • To advise the Tender office during the tender process on necessary Safety related issues;
  • Conduct site inspections as/when required to ensure all works are in compliance with the Project Safety Plan;
  • Coordinate with the Project Management Officer & COO for assignment of Safety personnel to specific projects;
  • Escalate any Safety concerns and provide solution to the Management;
  • Successful revision, updating & implementation of the company’s ISO documentation & procedures;
  • To develop and implement training, workshops, good practice for substantial improvements. Instructing and Training personal in Cantonese, Chinese and English should be mandatory.



  • Minimum 10 years of experience in safety management; highly prefer in Construction, Engineering or large-scale of façade related business;
  • Practical experience and safety awareness in curtain wall & façade installation is preferred;
  • In depth experience for implement corporate safety policies, procedures and guidelines and equipped recognized qualification in safety management including qualifications such as ISO9001, ISO14001 and local Government Safety Regulations. Must have full knowledge of the changes from ISO 18001 to 45001;
  • Strong leadership skills able to handle many projects;
  • Good knowledge of the Hong Kong Construction law, scaffold inspection Certification both steel and bamboo would be an asset.
  • Have a self-initiative & driving character and strong logical thinking ability;
  • Hands-on and practical person with good organizational, communication and presentation skills set; Ability to perform efficiently in a fast-paced, multi-cultural environment;
  • A team player, open minded, can work with all levels of colleagues in the company;
  • Well versed with MS Project, Microsoft Office and SAP;
  • Travel to Taiwan, Macau and China Factories at times, in accordance with project location may be required;
  • Overtime work may be required to ensure schedule compliance.

Education / Qualifications

  • Bachelor degree or above in Environment, Occupational Health & Safety, Engineering or related disciplines.
  • Registered Safety Officer and Registered Safety Auditor is a must.
  • Senior First Aid Certificate.
