Founded in 1884, The Hong Kong Jockey Club is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the Government in combatting illegal gambling. In 2017/18, the Club made a record return to the Government of HK$22.6 billion in duty and profits tax and contributed HK$1.2 billion to the Lotteries Fund. IT Programme Manager (Charities Enterprise Solutions)
 

The Department

IT Enterprise Solutions Department provides high-quality and innovative business application solutions (non-wagering) and IT services to all divisions and departments within the Club in the portfolios of Racing, Customer and International Business Development , Corporate Planning, Branding, Membership, Charities and Community, Legal and Compliance, Corporate Affairs, People and Organizational Development, Finance, Audit, Property, Security & Integrity, and Integrated Project Management Office.

The Job

You will –

  • Oversee and measure the fulfilment of the vendors’ contractual obligations in analysing, designing, developing, testing and implementing large scale, distributed, scalable, flexible and robust information systems
  • Oversee the translation of business requirements into functional and technical designs that align with the agreed architectural standards / best practices
  • Ensures appropriate technology standards are adopted and that effective quality controls are built into the project plan and that mechanisms are in place to assure it
  • Monitors and reports on progress with Charities project managers and ensures all project commitments are met
  • Works with the Charities project managers and vendors to diagnose and evaluate potential risks and issues throughout the projects. Report regularly to the project sponsor and senior stakeholders with regard to such risks and executing appropriate plans to contain them
  • Works with the Charities project managers and vendors to ensure appropriate change management processes are implemented
  • Identifies and manages relationships through effective communication with all stakeholders including business users, vendors and organisations

About you

You should have -

  • Degree holder in computer science, engineering or related subjects
  • With at least 15 years of experience in software development, system integration, system design, on premise or cloud-based architecture design
  • Extensive experience in IT infrastructure planning, sizing and implementation
  • With project management experience in mid to large scale package-based or cloud-based solution implementation.
  • Experienced in stakeholder management including SI vendor, product vendor, on-shore and off-shore resources
  • Knowledge of Microsoft .NET framework, C#, MS / PL SQL, Java and other open source software and technology
  • Exposure to Cloud-based solutions architecture
  • Knowledge in data analytics and programming languages such as R and Python would be added advantage.
  • Strong ability in problem troubleshooting and diagnosis
  • Able to work independently
  • Proficiency in writing, presentation and communication skills
  • Proficiency in both spoken and written English, Chinese and Cantonese

 

Term of employment

The level of appointment will be commensurate with qualifications and experience. An initial contract employment will be offered to the successful candidate subject to mutual agreement between the Club and the individual.
