Travel Industry Authority (“TIA”)

The TIA is an independent statutory regulatory body established under the Travel Industry Ordinance (Cap 634) (“Ordinance”). The TIA will be responsible for promoting the integrity, competence and professionalism of travel agents, tourist guides and tour escorts through a statutory licensing and regulatory system, and regulating shops that inbound tour groups are arranged to patronise through an administrative scheme. The TIA will also be responsible for managing the Travel Industry Compensation Fund (“TICF”) which provides outbound travellers purchasing outbound packages with protection and advising the Government on matters relating to the regulation of the travel industry. Upon the full commencement of the new regulatory regime, the TIA will take up the licensing and trade regulatory roles from the Travel Agents Registry and the Travel Industry Council of Hong Kong respectively.

Key Responsibilities

Reporting to the Senior Legal Manager, the incumbent will assume the following:

  • Provide legal advice according to the needs of the TIA in performing the functions specified in the Ordinance

  • Provide legal advice to the Executive Office, the TIA and its committees

  • Act as TIA’s legal representative in various legal proceedings (including disciplinary proceedings and appeals ) as required

  • Provide legal support in formulating, amending, interpreting the Ordinance and its subsidiary legislation, as well as the directives, codes of conduct, guidelines, administrative schemes and disciplinary proceedings etc. for regulating licensees

  • Keep abreast of the latest changes in legislation and regulations, assess the impact of such matters on the TIA and make timely recommendations

  • Perform any other duties as assigned by senior management



Requirements

  • Holder of a law degree awarded in a common law jurisdiction and also a qualified Hong Kong lawyer

  • At least 5 years’ post-qualification experience in the legal field

  • Experience in disciplinary proceedings and/or regulatory work would be an advantage

  • Strong command of written English and Chinese and fluent in spoken English and Cantonese

  • Responsible, self-motivated, mature and able to work independently in startup environment
