The CIC is looking for a highly talented individual to fill the position of:
Manager – Finance

The applicant must possess  

  1. a recognised degree in accounting / finance or other related discipline;
  2. a qualified accountant, with membership of a recognised professional accountancy body;
  3. a minimum of 10 years post-qualification work experience in sizable organisations or professional services firms, with no less than 5 years at management level; experience in public services or non-governmental organisations will be a definite advantage;
  4. proven track record of collaborating / advising senior management on financial, operational and strategic issues, with company secretary experience preferred;
  5. experience on developing and implementing the Enterprises Resources Planning (ERP) will be an advantage;
  6. excellent analytical skills and the ability to think strategically;
  7. ability to drive process improvement and efficiency throughout the organisation;
  8. good communication, interpersonal and negotiation skills; and
  9. excellent command of both written and spoken English and Chinese.

Duties include  

Reporting to the Senior Manager - Finance of the CIC, the incumbent is expected: 

  1. to monitor and oversee the daily operations of the Finance Department;
  2. to manage the finance, accounting and auditing for the CIC;
  3. to develop, execute and review relevant financial control policies and procedures, accounting operational manual, bank signatory authority, internal approval procedures, etc.;
  4. to prepare robust management information / reports on variances, trends and comparison to senior management and the CIC to ensure alignment to the strategic direction and business plan;
  5. to provide professional support required for strategic financial forecasting, budgeting, planning and decision making, as well as leading and managing the development of business plans and day to day financial needs;
  6. to monitor levy assessment, collection and procedures for debt recovery;
  7. to provide strategies for investment of funds of the CIC;
  8. to lead the development and implementation of accounting systems and software, levy assessment and collection system, electronic banking system and operational procedures, etc.;
  9. to undertake compliance control and track the changing regulations with a view to ensure the implementation of such regulations on the processes and the procedures within the organisation;
  10. to evaluate the corporate governance practices, perform risk assessments and draw up plans and procedures to ensure high corporate governance standards are adopted throughout the organisation; and
  11. to carry out any other duties as assigned from time to time by the CIC.
