Job Accountabilities: 

  • Contributes to the overall success of the Global Banking and Markets(GBM) AML/ATF in Hong Kong ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.

  • Establish, operate and maintain AML/ATF and Sanctions measures procedures, risk and control frameworks, including implementing effective controls, in accordance with the local regulations as well as Global GBM AML/ATF and Sanctions Policy.

  • Administer the AML/ATF program for HK. This includes AML/ATF advisory, implementation of the AML/ATF transaction monitoring program, handling screening alerts from the bank AML/ATF systems, conducting further investigation and/or review, where warranted.

  • Maintain up-to-date knowledge and understanding of regulatory requirements on AML/ATF, industry developments and communicating these changes to Management in a timely manner.

  • Conduct inherent risk assessments and conduct ongoing AML control self-assessments for HK.

  • Prepare and assist HK MLRO to file any Suspicious Transactions Reports (STR) to JFIU, report to HKMA and be the contact point to local regulators.

  • Monitor and report on the effectiveness of controls; Identify, report and remediate issues respecting to the AML program.

  • Perform BAU KYC/ PEP / Sanctions /Adverse News advisory functions and conduct transaction monitoring. Perform sample review on onboard High Risk Accounts on a regular basis.

  • Assist the team on local/regional projects as required.

  • Prepare AML related metrics and reports as required.

  • Assist any other ad hoc tasks/projects as required.

 

Skills and Qualifications:  

  • University degree, preferably in business, law or related;

  • 5-7 years of relevant KYC/AML/ATF experience in financial institution;

  • In-depth knowledge of applicable AML regulatory requirements and practices;

  • Strong product knowledge and understanding of trade finance and bank-to-bank activities and applicable regulations;

  • Strong transaction monitoring handling experiences;

  • Knowledge of AML compliance and risk management practices;

  • Previous experiences on filing STR and contact with local regulators;

  • CAMS designation is an advantage;

  • Fluent in English, Cantonese and Mandarin; other language is a plus.
