You will be responsible for:

  • supporting the Head, HRP&C to develop and implement overall strategies on governance; including but not limited to reviewing the current HR policies, strengthen the framework of HR governance;
  • drafting, modifying and implementing HR policies as appropriate to ensure they are up-to-date and adhered to the legal standards and corporate governance;
  • developing and monitoring control systems to prevent or deal with violations of legal guidelines and internal HR policies or practices;
  • revising procedures, reports etc. periodically to identify hidden risks or non-conformity issues;
  • developing and implementing a routine HR compliance programme as a key aspect of the HR strategy for preventing any legal and financial liabilities;
  • reviewing the work of HR colleagues when necessary to identify compliance issues and provide advice or training;
  • assisting on dealing with any employee relations matters, such as handling staff complaints or grievances;
  • keeping abreast of regulatory developments within or outside of the Authority as well as evolving best practices in compliance control; and
  • preparing reports for senior management and external regulatory bodies as appropriate.

You should:

  • possess a recognised university degree in human resources management, public administration or related disciplines;
  • have around 10 years of relevant professional experience;
  • have proven track record of effectively applying knowledge of human resources theories and practices;
  • be able to anticipate and understand internal and external issues and opportunities that may impact the human resources landscape of the Authority; and
  • have excellent communication skills in both English and Chinese.
