You will be responsible for:

  • Managing and monitoring procurement, tendering and contract administration works;
  • Assisting in summarizing and overseeing a clear and comprehensive list of requirements set out in the relevant procedures, practice notes, guidelines, policies and the relevant contract provisions in the course of the procurement and contract management process of WKCD development;
  • Conducting periodic scrutiny, preparing adherence reports and recommending improvement measures to ensure the procurement and contract management is adhered to the Authority’s procurement policy and procedures;
  • Providing advice and support to the staff members of the Project Control Department in performing procurement and contract administration process properly;
  • Establishing and maintaining necessary database on procurement, contract management and claims management, and construction management and other aspects to ensure timeliness and effectiveness of documentation for audit trail;
  • Liaising and supporting in responding to questions, observations or compliance issues related to contract management raised by internal/external organization on audit issues;
  • Acting as key contact point in liaising and interfacing with the Internal Audit Department, Government or other organizations such as ICAC in relation to compliance and controls in relation to procurement and contract management; and
  • Performing any other duties as assigned by the Authority.

 

You should:

  • possess a recognised university degree in quantity surveying or equivalent;
  • master degree in construction project management, procurement or finance would be an advantage;
  • possess a professional membership of relevant institution such as HKIS, RICS or equivalent;
  • have at least 8 years of post-qualification experience in quantity surveying and contract / claims management, audit and compliance check;
  • experience in government / institutional projects and large scale development projects would be an advantage;
  • preferably have experience in art and cultural facilities and alternative procurement vehicles like PFI / PPP; and
  • be proficient in written and spoken English and Chinese.
