Responsibilities:

  • Lead procurement team to oversee and manage the procurement activities of the Corporation, including supplier performance, supplier quality, internal order placement performance, purchase contract negotiation and maintenance, etc;  
  • Identify, evaluate and formulate procurement standards, policies; and carry out strategic supply management duties comprising vendor selection and evaluation, quality management, performance measurement and relationship building;  
  • Provide professional direction, guidance and support in tender processes including tender preparation, user inputs consolidation, tender assessment, contract documentation etc.; 
  • Accountable for annualized savings targets and execute strategies to maximize cost savings and better supplier performance; 
  • Identify problem areas and resolve supply issues by organizing reviews with suppliers, establishing improvement plans on responsiveness and replenishment;  
  • Work with key stakeholders to improve value, manage risk, streamline processes and enhance customer service in all procurement related matters;  
  • Evaluate purchase requisitions for compliance to established business controls, including contract terms, risk assessment, pricing, supplier selection; and take appropriate actions to ensure the required level of business control is met;
  • Oversee the corporate and facility management insurance portfolio; assist in the annual renewal process, insurance policies update, claims management, insurance broker and insurers performance evaluation;  
  • Lead enhancement projects for Kissflow and JDE Procurement Module; and provide training to PR requestors on such processes;  
  • Perform any other duties as assigned by supervisor.

Requirements:

  • Possession of a Bachelor degree in Supply Management, Business Administration or related disciplines;  
  • Members of Chartered Institute of Procurement and Supply (MCIPS) or Certified Professional in Supply Management (CPSM) or equivalent is preferred;  
  • Minimum 15 years’ relevant working experience with at least 10 years in supervisory level;  
  • Exposure in tendering, contracting, project management and insurance related matter in sizeable organization;  
  • Solid experience in using JDE Procurement system is an advantage;  
  • Able to work independently, self-motivated, diligent with mature personality;  
  • Organized, attention to details, have analytical mind and good mathematical sense;  
  • Excellent presentation, communication and negotiation skills;
  • Proficiency in MS Office applications including Word, Excel, PowerPoint;  
  • Proficiency in both written and spoken English and Chinese (including Putonghua).
