Major Duties :

For the post of Project Manager (Special Duties)

(a) To plan, design and inspect alterations, additions and improvement (AA&I) works / new capital works projects of the VTC;
(b) To prepare project briefs;
(c) To prepare schedule of accommodation and accommodation requirements;
(d) To prepare tender documents for consultancy services, contract drawings, contract agreement and programme for construction;
(e) To manage external consultants and contractors;
(f) To prepare presentation materials and drawings;
(g) To monitor project expenditure and progress to ensure timely completion of projects; and
(h) To identify and implement latest trend and best practice in construction of new capital and AA&I works projects.

For the post of Senior Facilities Management Officer

(a) To oversee work team on building maintenance (including architectural & structural works and building services), alterations and additions (A&A) works and building management, and to ensure the cost, quality and programme requirements are met;
(b) To supervise Facilities Management Officers and Technical Officers, and works performed by term contractors and to monitor the works progress;
(c) To prepare design and tender invitation documents for maintenance, repair and A&A works; and to undertake the administration and management of contracts;
(d) To interpret and follow requirements in respect of Government Legislations affecting building works, building services and building management, and to liaise with Government Departments on the implementation;
(e) To prepare routine and preventive maintenance schedules (including replacement plans and periodic inspection schedules), cost estimates and works programmes for building facilities and services and to undertake the implementation;
(f) To coordinate investigations of malfunction of building systems / facilities and recommend measures for improvement, as well as implementation plans for energy efficiency, health and environmental friendliness;
(g) To prepare annual budget relating to the repair, maintenance, alterations and management of VTC’s premises; and
(h) To ensure the compliance of on-site safety and environmental regulations.

Requirements :

For the post of Project Manager (Special Duties) and Senior Facilities Management Officer

(a) A recognised higher diploma in relevant fields, including Architectural Studies, Building Studies, Building Surveying, Mechanical Engineering, Electrical Engineering, Building Services Engineering, Civil and Structural Engineering, or equivalent; preferably with a relevant degree and / or membership of a relevant professional institution;
(b) Good experience and knowledge in building renovation works including fitting-out, building services and alteration works, as well as in repair & maintenance of building facilities;
(c) Good administrative, interpersonal, communication and team building skills;
(d) Sound management capability and ability to work independently; and
(e) Good command of English and Chinese.

For the post of Project Manager (Special Duties)

Meeting the Requirements (a) to (e) plus at least 10 years’ relevant work experience; preferably including 3 years’ work experience in a supervisory capacity on the clients’ side or representing the clients’ side such as government / public organisations / tertiary institutions for project management of new capital building projects, AA&I works, building renovation and / or building maintenance.

For the post of Senior Facilities Management Officer

Meeting the Requirements (a) to (e) plus at least 10 years’ relevant experience in a supervisory capacity on the clients’ side in new capital building projects, building renovation, building maintenance and / or building management.

The post of Project Manager (Special Duties) is in the rank of Senior Facilities Management Officer.
