Qualifications Framework Secretariat

Major Duties:

(a) To provide project management service in relation to the development and implementation of the Qualifications Framework (QF), its associated Quality Assurance (QA) mechanism, and other supporting structure and processes;
(b) To coordinate and oversee the provision of secretariat services to various Industry Training Advisory Committees (ITACs) and to advise and assist ITACs in performing their main functions, including the drafting of Specification of Competency Standards (SCSs), the development of Recognition of Prior Learning (RPL) mechanism and the promotion of Vocational and Professional Education and Training (VPET) in respective industries;
(c) To oversee and monitor the development and implementation of various activities and schemes funded under the Budget Initiatives and the QF Fund, including but not limited to the “Award Scheme for Learning Experience”, the production of SCS-based Training Packages, strengthened promotional activities on QF at the industry level and across industries, as well as large-scale public campaigns;
(d) To conduct research studies and prepare analytical reports on the development and implementation of the QF overseas;
(e) To advise and assist in the promotion and public education of the QF to key stakeholders in industry sectors and key target groups in the community; and
(f) To liaise with various stakeholders in the education and training market, including universities and the sub-degree sector, for the effective development of SCS-based qualifications and a credit and accumulation transfer (CAT) system under the QF.


Requirements:
(a) A recognised degree or equivalent, preferably with additional relevant academic or professional qualifications pertaining to the education, training or human resources planning and development fields;
(b) At least 10 years’ relevant experience at managerial level; relevant experience in the development and/or implementation of Qualifications Framework (QF) will be a distinct advantage;
(c) Substantial experience in industry networking, including liaison with trade unions, trade associations, professional bodies and related groups;
(d) Strong presentation, interpersonal and social skills;
(e) Exceptional ability to drive and manage changes;
(f) Highly motivated and proactive, with an open-mind and a broad vision;
(g) Strong capability in strategic thinking and leading teamwork and time management; and
(h) A high level of written and spoken language proficiency in English and Chinese, preferably including Putonghua.
