Responsibilities

The Senior Manager (Finance) is a critical position within the Secretariat of HKCAAVQ, which is a self-financed, and dynamic organisation. Reporting to the Directorate lead by the Executive Director, the Senior Manager (Finance) is responsible for managing the financial operations of HKCAAVQ. Duties include: formulating, implementing and reviewing financial strategies that complement business planning and development in alignment with the strategic goals and initiatives of HKCAAVQ; overseeing all financial operations and directing corporate financial planning, budgeting, management and reporting; developing, implementing and monitoring policies and guidelines for internal control and reporting and risk management.

Cost management is an important part of the role of Senior Manager (Finance). He/She is expected to prepare short and long-term forecasts of income and expenditure and analyses of financial performance to support financial planning and business development; formulate, review and monitor HKCAAVQ’s fee policy and contract management; and advise the Directorate and the senior executive team on all matters relating to financial planning and management and risk management.

In addition, the appointee is expected to manage the funds and investments of HKCAAVQ, ensure compliance with legislation and policies, generally accepted accounting principles standards and audit requirements, as well as coordinate activities with external audit firms and institutions for financial and other related audits and reviews of organisational performance of HKCAAVQ. He/She will also oversee the payroll and procurement functions, serve as secretary to the Council’s Finance Committee and Funds Management Sub-Committee, and supervise a small team of staff.

 

Requirements

Applicants should possess a first degree comparable to HKQF Level 5 in Accounting or Finance, preferably with a post-graduate degree in Business, with a professional accounting qualification (HKICPA, ACCA or equivalent) and at least 12 years of relevant post-qualification work experience. Substantial management experience and excellent planning and organisation skills, proven experience in working with and providing support for a senior executive team in business planning and development, sound knowledge of costing, along with the ability to undertake research and financial analysis, prepare briefings and provide strategic financial advice, are essential. We are looking for an individual who has a high level of professionalism and commitment to good governance, excellent interpersonal and communication skills, and strong written and spoken English and Chinese (ability to speak Putonghua is an added advantage). Experience in government and related organisations, knowledge of the education and training sector, and working knowledge of SunAccount are of advantage.
