The Mandatory Provident Fund Schemes Authority (MPFA), set up in September 1998 under the Mandatory Provident Fund Schemes Ordinance (Cap. 485), has been tasked by the Government to design, develop and operate a digital platform, eMPF Platform, to standardize, streamline and automate the existing MPF scheme administration processes. Through the adoption of new technologies and innovative solution, this user-centric platform will bring about revolutionary change to the MPF ecosystem, thus creating further room for scheme administration fee reduction to benefit all MPF scheme members.


On 5 March 2021, the eMPF Platform Company Limited was established as MPFA’s wholly owned subsidiary to take forward the eMPF Platform project for the benefit of various stakeholders, including about 300 000 employers and more than four million scheme members. Key Accountabilities

  • Establish quality management plan and quality management strategy for the eMPF Platform project;
  • Proactively monitor the sufficiency of quality controls built-in to project processes;
  • Assess the quality of work done by a major third party supplier and countermeasure applied;
  • Perform quality control activities to monitor project deliverables and verify that the deliverables are of acceptable quality and meet their stated requirements;
  • Conduct quality assurance activities to ensure that project processes are used effectively to produce quality project deliverables; involving following and meeting standards, continuously improving project work, and correcting project defects;
  • Improve project quality by regular review to ensure the project is implemented in compliance;
  • Proactively identify and rectify project weaknesses, and implement predictive performance measures;
  • Act as point-of-contact for all matters relation to Quality Management on the eMPF Platform project;
  • Liaise with all-level internal and external parties to work, collect feedback and conduct assessment; and
  • Design and implement quality management framework and processes for future business operations of eMPF Platform.


Skills and Qualification

  • Bachelor’s degree or Master’s degree in Computer Science, Information Service/Technology, Engineering, Business or other related disciplines;
  • Ideally Six Sigma or similar certified;
  • Minimum 15 years of relevant project quality management experience, preferably in a financial services and/or public sector environment, and on business services projects with significant technology components;
  • Ideally experience in managing the quality of vendor work products to deliver a complex large-scale project or project elements;
  • Experience in quality and process improvement in business operations;
  • Strong in internal and external stakeholder management;
  • Driven, positive, highly structured, proactive, and analytical;
  • Excellent organization and problem solving skills, and be able to work under pressure;
  • Good command of both spoken and written Chinese and English; and
  • Keen and willing to work in a start-up style environment with all the flexibility that requires and level of change involved.


Remuneration Package

Rank and salary will be commensurate with qualification and experience. The initial appointment will be made on a fixed-term contract. A competitive remuneration and benefits package including discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered.
