Universitas 21 Health Sciences Group Operations Manager

Applications are invited for appointment as Universitas 21 Health Sciences Group Operations Manager (at the rank of Administrative Assistant I/II (AAI/II)) in the Li Ka Shing Faculty of Medicine (Ref.: 516158), to commence as soon as possible, on a three-year fixed-term basis, with the possibility of renewal subject to satisfactory performance.

The U21 Health Sciences Group (HSG) is one of the collaborative groups of the U21 network. It was created in 2000 to provide Health Sciences Faculty within U21 member universities with a framework for exploring opportunities for collaborative research, information exchange, and sharing of resources. The U21 HSG currently has 18 active member universities in thirteen countries. Applicants should possess a good university degree with at least 8 years' supervisory experience in the higher education sector or a public/quasi-public organization.  They should have an excellent command of written and spoken English and Chinese; possess effective cross-cultural communication skills with demonstrated sensitivity to cultural issues and diversity; have successful experience in management of complex and substantial budgets, as well as in data mining and sourcing information to inform reporting for strategic planning.  They should be capable of working proficiently with significant independence with exceptional interpersonal, organizational and time-management skills, as well as a strong sense of responsibility and strategic awareness.  They are also expected to deliver quality work in a fast-paced and multidisciplinary environment. A high level of computer literacy, good knowledge of website management and proven international partnership and project experience would be advantageous. Those with less experience may be considered for appointment as Administrative Assistant II.  Shortlisted candidates will be invited to attend an interview and/or written test.

The appointee will be responsible for the operational and strategic management of the U21 HSG. This includes being responsible for the coherent development and execution of the group’s activities, providing executive support to the U21 HSG Executive Committee, and being responsible for all internal and external communications related to the U21 HSG.  The detailed job specifications are as below: The appointee will be expected to (i) provide operational leadership by consulting with the Executive Committee to identify the strategic focus of the group; (ii) develop annual budgets, prepare financial reports and warrant the most efficient and effective use of the group's resources; (iii) take lead in planning annual meetings and associated events in partnership with host universities, prepare post-meeting reports and ensure follow-up actions and projects from meetings are completed; (iv) manage meetings of the HSG committees (Executive Committee, Scientific Committee, Deans of Medicine, Deans of Nursing, and Discipline Groups); (v) provide strategic and operational support to U21 HSG projects (e.g. United Nations Sustainable Development Goals, Social Media, Global Learning Partnership plus others that may be developed); (vi) administer the U21 HSG website and other project-related website(s) as required; and (vii) perform other duties as assigned.  

The appointment will be made under the Li Ka Shing Faculty of Medicine, and the appointee will report to the Faculty as well as the U21 HSG Executive Committee. International trips may be required from time to time. A highly competitive salary commensurate with qualifications and experience will be offered, in addition to annual leave and medical benefits. The appointment will attract a contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 15% of basic salary for AAI, or up to 10% of basic salary for AAII.
