The Employees Retraining Board (ERB) is a statutory body committed to enhancing the employability and skills of Hong Kong’s workforce. Subject to the enactment of the relevant amendment legislation by the Legislative Council, ERB is planning to be reconstituted as Upskill Hong Kong (UHK), the vision of which is to foster a future-ready, resilient and high-quality manpower pool for the knowledge-based economy of Hong Kong. Our mission is to cultivate a culture of lifelong learning and empower individuals to thrive in a constantly evolving job market.
We are seeking visionary and dynamic talents to join our team and contribute to the transformation of our organisation, which will relocate to Kowloon Bay next year.
Major Responsibilities:
To develop and implement industry engagement strategies to support UHK’s skills-based training development;
to build networks and maintain cooperation with employers, trade associations, professional bodies, labour unions, government bureaux and departments, training bodies and other stakeholders;
to coordinate industry consultative networks and collect market intelligence on skills gaps, future skills needs and training priorities; and
to work with the Skills Research teams and Course Development teams to translate industry insights into inputs for skills framework development, course planning and programme prioritisations.
Entry Requirements:
A recognized university degree with a minimum of 15 years' post-degree working experience, of which at least 5 years should be at senior managerial level;
experience in industry engagement, stakeholder partnership, manpower development, vocational training, continuing education, public policy or related fields would be an advantage;
good knowledge of Hong Kong’s industry and labour market situation, skills training landscape, and the operation and work values of Government Departments and/or public organisations would be an advantage;
possess strategic mindset and broad outlook, with strong ability to engage stakeholders, build networks, manage consultation processes and translate stakeholder feedback into practical recommendations;
proactive, dynamic, innovative and outcome-oriented, with a high sense of integrity;
excellent leadership, analytical, organisational, communication and interpersonal skills; and
excellent command of written and spoken English and Chinese and proficiency in Putonghua.
Applicants with less experience may be considered for appointment as other related positions should suitable vacancies arise.
