Systems Analyst / IT Officer (Application development, over $50K)

Key Responsibilities

• Oversee outsourcing contractors conducting feasibility studies and computer audits for Electronic Poll Register (EPR) development; coordinate end-to-end application development and system testing.

• Design, support, and maintain critical internal systems to streamline operational setup processes.

• Plan and execute comprehensive IT and security audits to ensure the integrity, confidentiality, and resilience of election technology systems.

• Manage the full lifecycle procurement process for IT hardware, software, and third-party technical services.

• Perform additional technical duties and deliver special ad-hoc projects as directed by management.
  

Requirements:

• Higher Diploma or Bachelor’s Degree in Computer Science, Information Technology, or a related discipline.

• Minimum 3 years of hands-on experience in system implementation, maintenance, and operational support.

• Minimum 2 years of experience in IT application development/management, with strong proficiency in SQL / MSSQL.

• Minimum 2 years of practical experience in PHP and web programming technologies.

• Minimum 2 years of experience conducting Information System (IS) studies, managing IT security protocols, and utilizing project management/issue-tracking platforms (e.g., Jira).

• Excellent interpersonal, verbal, and written communication skills with strong stakeholder management capabilities.
