Deputy Executive Director (Skills Research and Industry Engagement) (Ref: DED(SR)-9/26)

Major Responsibilities:

Reporting to the Executive Director –

• To steer and conduct economic and labour market researches and surveys to identify skills demands and gaps, providing data-driven analysis and recommendations for curriculum design and course development;

• to lead the research teams in collecting, compiling, and analyzing competency and skills data from job vacancies across various sectors, with a particular focus on emerging industries and occupations;

• to liaise and collaborate with various government bureaux and departments, public bodies, academic institutions and industry partners to promote cross-organisational exchanges and thematic researches;

• to engage the industry through industry consultative mechanisms and other networks to identify emerging industries and skills, ensuring that curriculum design and contents remain highly predictive and responsive to market changes;

• to share analytical insights with internal departments and external stakeholders to facilitate data-driven decision-making; and

• to establish and maintain data standards and governance to ensure data accuracy, validity, and traceability, while continuously enhancing data quality.

Entry Requirements:

• A recognised university degree; with qualifications in Economics, Statistics, Data Science or related disciplines a definite advantage;

• with solid experience in managing corporate functions, of which at least 15 years should be professional work experience, and at least 10 years in a senior managerial position;

• strong capabilities in economic analysis and understanding of manpower demands across various industries and extensive interpersonal communication experience; prior experience in market research or data analysis is an advantage;

• strong business acumen and problem-solving skills, with the ability to effectively apply data analytics to practical business scenarios preferred;

• familiarity with the operation and work values of Government or public organisations. with experience related to vocational training a definite advantage;

• proactive, dynamic, innovative and outcome-oriented, with a high sense of integrity;

• excellent leadership, analytical, organisational, communication and interpersonal skills; and

• excellent command of written and spoken Chinese and English. Proficiency in Putonghua would be an advantage.

Remuneration and Terms:

Successful candidate will be remunerated in accordance with qualifications and experience.  Terms and conditions of employment will be agreed and set out in the employment contract.  In addition to 5-day week, we provide annual leave, medical and dental benefits, insurance coverage and retirement scheme.  Appointment will be initially on contract terms for 2 years, subject to renewal by mutual agreement.
