Reports to the Director of Smart City & Digital Transformation
Role Purpose
The Senior Manager - Funding Programme Management is responsible for establishing and leading a centralised Programme Management Support function for government funding programmes administered by Hong Kong Cyberport Management Company Limited.
The role provides structured governance, coordination, monitoring, and assurance support across funding programme operations, ensuring consistency, transparency, and accountability throughout the programme lifecycle. It enables effective progress tracking, timely issue escalation, and informed management decision-making, while reducing reliance on ad hoc operational arrangements.
Key Responsibilities
1. Centralised Programme Monitoring & Coordination
Establish and manage a centralised Programme Management Support function within the Smart City & Digital Transformation Team.
Provide structured monitoring and coordination support to the project teams.
Act as the central coordination point for funding programme issues, dependencies, and alignment.
2. Progress Tracking & Milestone Oversight
Monitor committed project timelines and deployment milestones across funding programme.
Review the completeness, consistency, and traceability of programme documentation and records.
Track implementation progress against approved application milestones and approved extensions (if applicable).
Identify delays, deviations, or emerging risks, and escalate issues appropriately to the Director of Smart City & Digital Transformation and senior management.
3.Governance, Documentation & Reporting
Centralise and standardise key programme documentation to ensure decisions, approvals, and actions are clearly documented, traceable, and consistent.
Consolidate programme information, dashboards, and management reports to support senior management oversight and decision-making.
Ensure documentation and reporting practices support transparency, accountability, and continuity.
4.Risk Monitoring, Random Checking & Follow-up
Design and oversee systematic, independent, and objective random checking plan for funding disbursement applications.
Coordinate follow-up actions for red-flagged or higher-risk cases identified through system checks, inspections, or data analytics.
Ensure timely investigation, documentation, and escalation of irregular or non-compliant cases.
5.Complaint Handling & Issue Escalation
Act as the central coordinating function for complaint handling related to funding programmes.
Ensure complaints and issues are properly logged, investigated, tracked, and resolved in a consistent and timely manner.
Escalate material or systemic issues promptly for senior management oversight and direction.
6.Support to Committees and Governance Bodies
Provide structured support to Advisory Group(s), Vetting Committee(s), and other governance bodies by:
Consolidating programme progress and risk information,
Preparing briefing materials and management papers,
Facilitating clear and timely escalation of key issues.
Support informed and timely decision-making across governance forums.
7.Resource Planning & Team Management
Recommend and coordinate appropriate manpower allocation for the Programme Management Support function.
Ensure clear role definition, accountability, and sustainable workload distribution.
Provide functional leadership, guidance, and quality assurance to supporting officers.
Requirements
At least 10-12 years of relevant experience in programme or project management, funding schemes, governance, or operations.
Proven experience managing complex, high-volume programmes with multiple stakeholders.
Strong understanding of governance, monitoring, reporting, and control practices
Experience with data-driven monitoring, audits, or risk-based controls is an advantage.
Degree in Business Administration, Public Administration, Finance, Project Management, or related disciplines.
Strong organisational and coordination skills
Structured and analytical thinking
High attention to detail and documentation discipline
Sound judgement and escalation capability
Ability to operate independently and manage complexity
Strong stakeholder engagement and communication skills
The position is on a 12-month term contract, renewal depends on performance and operation needs.
