Pay:

This is a senior executive role and will be remunerated accordingly and commensurate with the skills, knowledge and experience of the successful applicant.

[Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.]

 

The Hospital Authority is a statutory body with responsibility for the management of all public hospitals in Hong Kong. Reporting to the Chief Executive (CE), the primary purpose of this role is to support the CE in leading the Quality and Safety Division and to drive strategic changes to reinforce clinical corporate governance and enhancing patient safety. Key responsibilities include:

 

Responsibilities 

  1. To steer and lead the development on emergency response, and contingency planning on major public health illness, particularly infectious disease outbreaks.
  2. To steer and implement corporate risk management strategy and monitor overall risk management activities.
  3. To develop policy on clinical ethics and research and promote enhancement of clinical audit programs across HA.
  4. To develop clinical quality assurance systems, introduce quality key performance indicators and co-ordinate their implementation across HA.
  5. To undertake health technology assessment to determine whether new technologies and treatment modalities should be introduced into HA.
  6. To develop and update clinical practice guidelines in collaboration with frontline clinical staff via Clinical Coordinating Committees (COCs).
  7. To lead response to clinical incidents arising from quality shortcomings.
  8. To formulate corporate complaint policy and ensure the overall efficiency and effectiveness of the HA Complaint Management System.
  9. To steer hospital accreditation programs across HA hospitals.
  10. To manage and monitor the waiting-time of HA services and optimize Operating Theatre (OT) utilisation.
  11. To oversee the strategic development and service provision of the Hong Kong Children's Hospital (HKCH).
  12. To act as HA’s spokesperson on all subject matters within the position’s scope of accountability.

 

Requirements

  1. Tertiary education.
  2. Substantial management experience in healthcare services.
  3. Good knowledge of and relevant experience in the operation of public hospitals preferably in Hong Kong.
  4. Strong leadership qualities as well as excellent interpersonal and communication skills.
  5. Analytical, innovative and committed to achieving strategic results.
  6. Possession of medical/ healthcare administration qualification is a definite advantage. For applicants who are registered medical practitioners, possession of Fellowship or Associate Fellowship of Hong Kong College of Community Medicine is an added advantage.
  7. Demonstrated success in leading a multi-disciplinary team.
