Role Mission

To lead and support the preparation of accurate, competitive, and compliant tender submissions for major civil infrastructure projects, ensuring robust cost planning, risk assessment, and value optimisation throughout the bidding process.

Role Summary

We are seeking an experienced Estimator or Senior Estimator with a strong background in civil engineering and infrastructure projects.
The successful candidate will play a key role in preparing tender documentation, developing cost estimates, and formulating bid strategies for high-value projects.
This position is ideal for a detail-oriented professional with a proven track record in construction estimating, familiarity with NEC and other standard forms of contract, and strong analytical and negotiation skills.

Key Responsibilities

Prepare comprehensive tender submissions for civil and infrastructure projects, including detailed cost estimates, risk assessments, and bid strategies.
Liaise with subcontractors, suppliers, and consultants to obtain quotations, evaluate bids, and negotiate favourable terms.
Develop and maintain up-to-date cost databases, benchmarking data, and subcontractor/supplier prequalification records.
Collaborate closely with project managers, engineers, QS, and design teams to ensure alignment between technical proposals and commercial offers.
Review tender drawings, specifications, and contract conditions to identify commercial risks and opportunities.
Support post-tender activities, including clarification meetings, negotiations, and handover to project teams upon award.
Contribute to continuous improvement of estimating processes, templates, and best practices.

Ideal Candidate

Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field.
Minimum 5 years’ experience in construction estimating, with a strong focus on civil/infrastructure projects (tunnels, rail, roads, bridges, or similar).
Solid understanding of NEC contracts and other standard forms of contract used in Hong Kong and the region.
Proven track record in preparing successful tender submissions for major projects.
Excellent analytical, communication, and negotiation skills, with strong attention to detail.
Ability to work independently and as part of a multidisciplinary team under tight deadlines.
Good command of both written and spoken English and Chinese (Cantonese; Putonghua is a plus).
Professional membership (e.g. HKIS, RICS, or equivalent) is an advantage.
