Senior Corporate Safety and Quality Manager – Transport Services Safety (Ref: 260000W1)

Responsibilities

• Implement and deliver a highly effective, risk-based Second Line safety led assurance and governance programme for Hong Kong Transport Services (HKTS) Business Unit, International Business (IB) portfolios, and subsidiaries to ensure corporate safety and quality requirements are fulfilled and safety risks are reduced

• Develop and maintain Corporate Safety Policy, Standards, and governance procedures, incorporating industry good practice

• Manage and drive the operation of the Corporate Safety Management Committee (CSMC) Secretariat

• Implement the Second Line safety risk scanning process covering TS operations, IB, and subsidiaries to identify emerging risks, trends, and systemic issues

• Implement and maintain the IB safety governance framework

• Provide corporate oversight of safety significant incident reporting, escalation, and investigation processes for TS and IB

• Manage and deliver Centers of Excellence (CoE) in rail operations safety and rail system safety by providing professional recommendations and knowledge sharing on safety documentation, performance, significant incidents, and risks related to assigned CoE technical areas

• Lead audit and assurance review activities within the Corporation's Three Lines Framework

• Manage and implement Operational Readiness Assurance Review (ORAR) activities for TS operations and IB, focusing on safety risk exposure, effectiveness of operational controls, frontline preparedness, and readiness to commence or resume operations

Requirements

• Degree in Engineering or a related discipline

• A minimum of 12 years’ experience, of which 5 years should be at managerial level

• Solid understanding of safety management systems, processes, application and techniques

• Proven ability to work with multiple global jurisdictions where distance, regulatory variations, commercial ownership variations, operational model variations and language differences will present additional challenges

• Excellent project management skills, able to multitask and manage conflicting priorities, used to working under pressure and to deadlines

• Strong stakeholder management and influencing skills at all levels up to and including executives and senior management

• Good command of both written and spoken English and Chinese (including Putonghua)
