Reporting to the Assistant Director - Human Resources & Administration (AD-HR&A), the incumbent will support the formulation and execution of the CIC people strategies and assist the AD-HR&A in overseeing the full spectrum of HR functions, including Talent Acquisition, Compensation & Benefits, Talent Development, Staff Engagement, and HR Policy & Compliance.
The applicant must possess:
a recognised university degree in human resources management, business administration or a related discipline;
a minimum of 10 years' relevant post-qualification experience in human resources management, including at least 5 years at managerial or supervisory level, preferably gained in a sizeable organisation or public body;
well-rounded experience across major HR functions, including workforce planning, talent acquisition, compensation and benefits, performance management, learning and development, employee experiences & engagements;
sound knowledge of Hong Kong employment-related legislation, prevailing HR practices and corporate governance requirements;
proven ability to formulate and implement HR policies, manage organisational change and provide practical advice to management and stakeholders;
strong leadership, analytical, problem-solving, interpersonal and stakeholder management skills, with a high degree of integrity and sensitivity in handling confidential matters;
good project management, including experience in adoption of AI, digital transformation; and
an excellent command of written and spoken English and Chinese.

Duties include:
to support the AD-HR&A in workforce planning, organisational development, succession planning and other strategic HR initiatives;
to lead and oversee HR operations to ensure effective delivery of talent acquisition, compensation & benefits, employee engagement, learning & development, and policy compliance functions;
to support and drive the recruitment of senior management and key talent positions, including workforce planning and talent pipeline development;
to lead the review and development of HR policies, programmes and practices to ensure good governance, compliance and alignment with organisational objectives;
to champion organisational change, employee engagement and talent development initiatives to build a high-performing workforce;
to prepare high-quality discussion papers, reports, proposals and presentations for senior management, Council and Committees;
to lead HR transformation and continuous improvement initiatives, including the adoption of AI and digital solutions to enhance HR effectiveness; and
to carry out any other duties as assigned by the Executive Director from time to time.
