Senior Information Technology Manager (Network & Systems) (Ref: 2600673)

Office of the Chief Information Officer 

The Office of the Chief Information Officer (https://www.eduhk.hk/ocio) provides essential IT services supporting the University's teaching, learning, research and administrative activities with a strong emphasis on innovation, staff development and professional excellence.  We are seeking an experienced and forward-thinking Senior IT Manager to lead our Network & Systems Team. 

Key Responsibilities 

The appointee will:

• lead the planning, operation, security, modernization, and continuous improvement of the University’s enterprise infrastructure, networks, cloud platforms, and cybersecurity capabilities;

• oversee the University’s LAN, WAN, Wi-Fi, cabling, storage area network, and large-scale on-premises and cloud server environments;

• lead system administrators supporting mission-critical services, including identity and access management; Active Directory, LDAP, and modern authentication platforms; Microsoft 365 and Google Workspace; Linux and Windows servers; Oracle Exadata, Oracle Middleware, and enterprise databases; Security Information and Event Management (SIEM); and JBoss, Tomcat, and Kubernetes platforms;

• drive infrastructure modernization through cloud adoption, containerization, DevOps, automation, and platform standardization;

• develop and maintain operational procedures, disaster recovery and business continuity plans, and technology roadmaps; and

• establish IT policies, standards, and governance frameworks to ensure compliance with information security and regulatory requirements.

Qualifications 

The ideal candidate should possess:

• a recognised Bachelor’s degree or higher in Information Technology or related disciplines;

• at least 12 years of relevant post-qualification experience, including five years in a managerial or leadership role;

• proven experience managing large-scale enterprise infrastructure, networks, cloud platforms, cybersecurity operations, and mission-critical IT services;

• in-depth knowledge of LAN, WAN, and Wi-Fi technologies, with hands-on experience in identity management, directory services, and modern authentication platforms such as Active Directory, LDAP, RADIUS, and SAML;

• strong knowledge of information security technologies, controls, and management, together with solid Windows, Linux, and virtual machine administration experience;

• experience supporting Oracle, SQL Server, or MySQL databases and Oracle middleware; service management knowledge is advantageous;

• experience with JBoss and Tomcat;

• hands-on experience with container platforms such as Docker, Kubernetes, or OpenShift; microservices architecture; automation; and DevOps or DevSecOps practices, including CI/CD and Infrastructure as Code;

• proficiency in English and Chinese (Cantonese and Putonghua), with strong communication and presentation skills and sound business acumen;

• solid project and vendor management experience; PRINCE2 or PMP certification is preferred;

• relevant professional certifications in IT, cybersecurity, cloud, service management, project management, or hyperconverged infrastructure—such as CISSP, CISM, ITIL, PMP, PRINCE2, AWS, Azure, or HCI—are advantageous;

• strong leadership, interpersonal, and stakeholder management skills; and

• experience in higher education or the public sector is advantageous. 

Salary will be commensurate with qualifications and experience. 

Initial appointment will be made on a fixed-term contract.  Fringe benefits include the University’s Voluntary Contributions to MPF Scheme or a contract-end lump sum payment (totaling up to 15% of the basic salary), leave, medical and dental benefits, and, where applicable, housing benefits.  The appointee will hold a substantive rank of Information Technology Manager in the University.
