IDC Planning Manager

Job Description

1.Strategic Planning & Investment Management

• Formulate medium and long-term development strategies for the company’s IDC business segments, and complete global and regional layout planning for data center businesses.

• Organize the compilation, submission and dynamic adjustment of annual and multi-year IDC investment plans to ensure it aligns with corporate strategies.

• Conduct feasibility study and analysis for data center projects, prepare investment budgets, and control expenses throughout the full project lifecycle.

2.Site Selection, Land Acquisition & Compliance Management

• Lead site selection and field investigation for data center projects, arrange third-party Technical Due Diligence, and professionally review due diligence reports issued by consultants.

• Take charge of drafting and reviewing feasibility study reports, providing data support and risk analysis for land acquisition and data center construction.

• Apply for project approval, official reply and filing from the group headquarters and local governments, and lead the negotiation and signing of land contracts.

3.Project Initiation & Technical Control

• Deeply participate in civil engineering and electromechanical engineering phases, review relevant feasibility study reports to ensure technical solutions match business demands.

• Organize project initiation, attend technical scheme review meetings, and put forward decision-making suggestions on major technical route selection.

• Apply for project initiation approval from Group headquarters and national competent authorities to ensure projects in full compliance with laws and regulations.

4.Project Implementation & Acceptance Coordination

• Coordinate with procurement and construction, provide evaluation support for procurement and to keep construction progress, quality and budget under effective control.

• Manage engineering changes during construction and evaluate the impacts on costs and construction periods.

• Participate in project final acceptance to ensure deliverables meet the initial design standards and investment expectations.

Qualifications

1.Educational Background

• Bachelor’s degree or above from universities; majors in Electrical Engineering, HVAC, Automation, Engineering Management or related fields are preferred.

• Candidates holding Certified Consulting Engineer, Registered Qualification Certificate Constructor, PMP, UPTIME or other relevant professional certificates are preferred.

2.Work Experience

• Over 3 years of relevant working experience, specializing in the construction, design, planning and management of data centers or large-scale infrastructure projects.

• Experience in overseas data center planning, site selection or construction; be familiar with the whole process from greenfield development to project acceptance with proven successful project delivery experience.

3.Professional Competencies

• Familiar with planning procedures, including rolling plan compilation, investment plan management, government and company’s approval processes.

• Skilled in technical analysis; capable of independently reviewing electromechanical schemes such as high & low voltage power distribution, HVAC and weak current systems, and competent in drafting and examining feasibility study reports.

• Good command of English as a working language, able to independently compile English documents and conduct business negotiations.

4.Comprehensive Competencies

• Strong cross-departmental coordination ability to efficiently collaborate with teams covering strategic planning, capital operation, financial management, legal affairs and engineering construction.

• Excellent logical thinking and pressure resistance; available for frequent overseas business trips.
