The Job

• Client: A large Engineering Group

• Position: Head of International Projects, Commercial

• Responsibilities: Our client is seeking a dynamic and experienced leader to drive the company’s expansion into overseas markets, with an initial focus on water treatment plant projects. The successful candidate will lead the development of international business opportunities through joint ventures (JVs) with local partners, act as the E&M consultant in these partnerships, and take full accountability for bidding, resource planning, contract execution, project delivery, and profitability of overseas projects.

  • Business Development & Market Expansion - Identify and source new business opportunities in target overseas markets for water treatment and related E&M projects; Build and maintain strong relationships with potential local partners, clients, government authorities, and consultants; Lead the formation and management of Joint Venture companies with local partners; Represent the company in high-level negotiations and strategic partnership discussions.

  • Tendering & Contract Winning - Lead the preparation and submission of competitive bids and proposals for E&M packages in water treatment plant projects; Coordinate with internal teams (estimating, technical, commercial) and external partners to develop winning tender strategies; Review tender documents, risk assessments, and contract conditions to ensure commercially viable and technically sound submissions.

  • Project Resource Planning & Delivery - Plan and assign internal manpower (Project Managers, Engineers, Quantity Surveyors, Site Supervisors, etc.) to overseas projects and JV entities; Oversee the E&M consultancy role within the JV, ensuring design, procurement, installation, testing & commissioning meet contract requirements; Monitor project performance against schedule, budget, quality, and safety standards; Ensure strict compliance with JV agreements and main contracts to safeguard project profitability

  • Financial & Commercial Management - Conduct regular cost control, variation management, and financial forecasting; Identify and mitigate commercial and operational risks throughout the project lifecycle.

• $80-100K. Medical. Bonus. Travel Allowance

Requirements

• Degree holder in Civil / Electrical / Mechanical Engineering, Business Administration, Law related disciplines

• Min. 15 years of relevant experience in E&M contracting or consultancy, with at least 5 years or above in senior leadership role.

• Strong track record in international business development and project delivery, preferably in water/sewage treatment plants, power / energy related infrastructure projects.

• Solid commercial experience in JV formation, partnership management in E&M consulting / contracting role.

• Strong commercial acumen and financial management skills

• Excellent negotiation, communication and leadership skills

• Excellent command of languages (Chinese & English)

• Occasional travel
