The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body responsible for administering public examinations in Hong Kong. In addition to the Hong Kong Diploma of Secondary Education (HKDSE) Examination, we administer over 200 international and professional examinations annually in partnership with leading local and overseas examination bodies.

About the Role
Reporting to senior management, the Head of International and Professional Examinations leads the International and Professional Examinations Division in formulating and executing growth strategies, expanding examination and assessment services, and strengthening partnerships with local and overseas examination bodies. The incumbent will play a pivotal role in driving business development, enhancing service excellence, and contributing to the Authority’s long-term strategic objectives.
Key Responsibilities
Lead the planning, delivery and continuous improvement of international and professional examination and assessment services, ensuring operational excellence, quality and compliance
Drive business growth by identifying new opportunities, developing strategic partnerships, and expanding the Authority’s range of examination and assessment services
Formulate and implement strategies to maximize the utilization of the HKEAA’s facilities, expertise and capabilities in support of service development and revenue generation
Oversee divisional operations, including business planning, service delivery, contract negotiation, resource management and performance monitoring
Advise on business development initiatives and capital investments that support sustainable growth and innovation
Maintain and strengthen relationships with examination bodies, government departments, educational institutions, business partners and other key stakeholders locally and internationally
Lead and develop a large and diverse workforce, including management of a pool of more than 1,000 examination personnel and contractors
Foster a culture of professionalism, innovation and continuous improvement within the Division
Contribute to the overall leadership, strategic planning and organizational development of the HKEAA as a member of the Leadership Team
Requirements
A recognised Bachelor’s degree, preferably in Marketing, Education Management, Business Administration or a related discipline. A higher degree would be an advantage
At least 15 years’ work experience, of which not less than eight years at a senior managerial level
Proven experience in business development, marketing, promotion of education or training services, and/or the management of large-scale examinations, assessments or complex projects
Experience in the educational assessment, testing, qualification or certification sector would be highly desirable
Strong business acumen and a track record of driving growth, innovation and organizational development
Demonstrated success in leading large teams and managing senior stakeholders across multiple sectors and organizational levels, both internally and externally
Excellent and dynamic leadership, interpersonal, communication and negotiation skills
Strong command of written and spoken English and Chinese. Proficiency in Putonghua would be an advantage
Employment Terms: The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
