Principal Executive Officer (Primary Healthcare Commission)

Strategy & Planning Division, HA Head Office

Pay:

HK$206,831 to HK$221,304 per month (including Monthly Allowance)

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Job

The post-holder will be seconded to the Primary Healthcare Commission (PHCC), Health Bureau with main duties as follows:

1. To liaise with government bureaux / departments in support of primary healthcare development.

2. To oversee executive support for facilitating the development of primary healthcare legislation.

3. To lead the formulation of policies and management of corporate support functions in PHCC, covering financial control, human resources, departmental administration, procurement and contract administration, and facility matters.

4. To oversee the secretariat services to committees / corporate meetings under the PHCC.

5. To lead the planning of promotion / publicity strategies and communication plans for primary healthcare development and the management of media relations.

6. To perform any other related duties as assigned.

Entry Requirements

1. Tertiary education with at least 10 years’ senior management experience in healthcare services or public administration.

2. Excellent command of written and spoken English and Chinese including Putonghua.

3. Strong leadership qualities and excellent interpersonal communication skill.

4. Analytical, innovative and committed to achieving strategic results.

5. Competency in all rounded communication with internal and external parties.

Preferred Attributes/Exposure

1. Master degree holder, and having received professional legal training or qualifications will be an advantage.

2. Good knowledge of and relevant experiences in managing multiple corporate support functions in the public sector.

3. With substantial executive roles in resource planning / allocation and policy development in the government and public system.

4. Working experience in policy bureau operations and project management in public organizations.
