We are now looking for a suitable person to fill the following position in the Facilities Management Office:
Facilities Manager (Contract & Cost Management) (FMO) (Ref: 260022X)
Major Duties and Responsibilities
The appointee will be responsible mainly for the following:
Reviewing and establishing in‑house, project‑wide standards for cost planning and budget control, and developing monitoring mechanisms to track expenditure, flag variances and support timely management intervention across all projects;
Formulating comprehensive budgets and cost plans, and preparing detailed cost estimates and analyses for new works, subcontracting, variation works and minor/maintenance projects;
Monitoring project expenditure against approved budgets and advising the project team on cost‑effective and value‑added solutions;
Reviewing existing systems, tendering processes and pricing strategies to ensure optimal cost‑effectiveness;
Preparing estimates, specifications and tender documents;
Carrying out pre‑qualification and selection of consultants and contractors;
Managing the tendering process for works, supplies and subletting of contracts, and preparing tender analyses, reports and recommendations to the Tender Board or other appropriate authorities;
Participating in the selection and appointment of consultants and contractors;
Carrying out measurement of works and valuation of interim payments and variations;
Checking quotations, variations, payment bills and claims, and overseeing final account settlements;
Liaising and coordinating with consultants on contract administration matters;
Managing and supervising the performance of consultant quantity surveying firms and contractors in cost and contractual aspects;
Liaising with government authorities, consultants, contractors and internal parties on project progress;
Providing professional advice and recommendations to facilitate management discussions and decision‑making;
Maintaining comprehensive project records and preparing regular progress and cost reports;
Implementing proper control procedures to ensure full compliance with established University guidelines and policies;
Assisting the Quantity Surveying Manager in the implementation, monitoring and supervision of critical assignments; and
Performing any other duties as assigned by supervisors.
Candidates
Candidates should possess the following qualifications, experience and competence:
A recognised degree in Quantity Surveying, Construction Economics or a related discipline;
Corporate membership of the Hong Kong Institute of Surveyors (MHKIS) in the Quantity Surveying Division, or equivalent;
At least 10 years' relevant post‑qualification experience in quantity surveying, contract administration and cost management;
Proven experience in handling medium to large‑scale education, institutional, hostel, office or asset enhancement projects;
Solid experience in tender preparation and assessment;
Strong technical knowledge of measurement, cost estimating, construction technology, contracts and construction law;
Familiarity with building regulations and related statutory requirements;
Strong leadership and project management skills, with the ability to lead and manage teams, consultants and contractors and to handle a complex and varied workload;
Excellent communication, presentation and interpersonal skills, with a service mindset;
Good command of written and spoken English and Chinese, preferably including Putonghua;
Self‑motivated team player with strong attention to detail and the ability to perform under pressure;
Preference will be given to candidates with quantity surveying experience gained in both developer and consultancy firms; and
Proficiency in AutoCAD and MS Office applications is a plus.
