剛踏進2020年,不少人認為是另一個十年的開始,對新加坡而言,自2016年啟動國家級數位轉型戰略「智慧國2025」(Smart Nation 2025)的10年計劃,該計劃從「數碼經濟」(digital economy)、「數碼政府」(digital government)及「數碼社會」(digital society)三大支柱規劃新加坡數位轉型之推動策略與重點工作,期望政府應用數碼科技,協助企業掌握相關商機,並致力持續提升民眾生活與居住品質,讓新加坡面對未來人口老化及城市化衍生之各項挑戰時,能有更好的準備與競爭力。 近年來「數碼轉型」的概念逐漸在世界各國發酵,各國無不積極尋找應用數位科技翻轉國家運作的契機,讓民眾、企業與政府均具備基本數位技能,應對數碼時代的衝擊。根據聯合國2018年電子化政府研究調查(UN eGovernment Survey 2018)指出,各國政府發展數位化應用的焦點,已從「提升政府運作效率」轉變為「建立永續發展的社會」,國家數位轉型已是各國維持國際競爭力的重要課題。
