要成為智慧國,單是政府數碼化並不可行,要讓其他持分者如市民及企業都具備競爭優勢,透過生態系統(Ecosystem)促進跨領域合作才是上策,因此新加坡通訊及新聞部公布「數碼經濟行動框架」,透過推動企業數碼轉型,提升企業與僱員的數碼技能,並且鼓勵政府、企業、民眾建立合作夥伴關係,加強全國數碼能力。 正如其他國家一樣,中小企是新加坡經濟發展的重要命脈,亦是政府推動企業數碼轉型的服務對象,故此新加坡資訊與媒體發展局,偕同新加坡勞動力局與國家資訊通訊局推動數碼專案管理服務,委託新加坡製造商總會(Singapore Manufacturing Federation)成立顧問團隊,為中小企業診斷數碼轉型的困境,並媒合資源協助企業克服困難。

剛踏進2020年,不少人認為是另一個十年的開始,對新加坡而言,自2016年啟動國家級數位轉型戰略「智慧國2025」(Smart Nation 2025)的10年計劃,該計劃從「數碼經濟」(digital economy)、「數碼政府」(digital government)及「數碼社會」(digital society)三大支柱規劃新加坡數位轉型之推動策略與重點工作,期望政府應用數碼科技,協助企業掌握相關商機,並致力持續提升民眾生活與居住品質,讓新加坡面對未來人口老化及城市化衍生之各項挑戰時,能有更好的準備與競爭力。 近年來「數碼轉型」的概念逐漸在世界各國發酵,各國無不積極尋找應用數位科技翻轉國家運作的契機,讓民眾、企業與政府均具備基本數位技能,應對數碼時代的衝擊。根據聯合國2018年電子化政府研究調查(UN eGovernment Survey 2018)指出,各國政府發展數位化應用的焦點,已從「提升政府運作效率」轉變為「建立永續發展的社會」,國家數位轉型已是各國維持國際競爭力的重要課題。

新加坡與香港:兩個科技小島間的對決

อ่านบทความนี้เป็น “ภาษาไทย” 這兩個地方各自的綜合土地面積可能不超過3,500平方公里,但它們同樣是亞洲之中首屈一指的經濟龍頭,並聚集了世界各地的人才。 新加坡的人均國內生產總值位列全球最高,遠遠拋離其他鄰近國家;香港則被視為世界貿易中心,更能與國際級別的商業接軌,讓人留下深刻印象。在這樣的大環境下,我們一眾技術人才可以做些甚麼呢?我們又應該選擇在哪一個國家工作呢?在我們做決定前,不妨先看看以下的比較吧! 1. 面積 香港面積只有2,754平方公里,比曼谷僅僅大上一點點。它由三片土地組成,包括九龍半島、大嶼山(香港最大的島嶼)及香港島 – 一個坐立過百間世界性公司的金融區域。新加坡更是只有719.9平方公里,是世界上第十六小的國家。這個馬來群島中小小的一點卻是世界上其中一個最大的經濟強國。 2. 人口 香港現時的人口大約為7,336,600人,人口密度每平方公里7,075人,算是一個頗高的數字;新加坡雖然人口較低,只有5,612,253人,但人口密度卻十分驚人 – 每平方公里8,274人。在我們的印象之中高樓大廈遍佈香港,所以它的人口密度一定遠比新加坡高,但事實與我們一直以來的想法卻是有所出入。不過新加坡還是遠遠及不上全球人口密度最高的國家 – 孟買,每平方公里足足有29,650人! 參考: https://data.worldbank.org/country/hong-kong-sar-china?view=chart http://www.worldometers.info/world-population/singapore-population/ https://www.weforum.org/agenda/2017/05/these-are-the-world-s-most-crowded-cities/ 3. 語言及文化多樣性 很多國際性公司都會選擇在新加坡及香港設立總部,並聘請世界各地的人才加入,因此你的英語水平必須達到一定程度才能在這兩個地方生存或尋求晉升機會。再者,87%香港人的主要語言都是廣東話,學懂廣東話會是一個好方法去建立良好關係,融入他們之中。 而就文化多樣性來講,新加坡可說是獨佔鰲頭。香港人大多是華籍人士,只有小部分的外籍人士,而新加坡的工作環境則包括外籍、馬來西亞籍、華籍、印度籍和菲律賓籍的人士。在這裏工作能夠認識不同文化背景的友人,相當有趣。 參考: https://web.archive.org/web/20180212081901/ https://www.singstat.gov.sg/publications/publications-and-papers/GHS/ghs2015content 4. 食物 在一個充滿各式美食的地方工作是一份天賜的禮物,長遠來說更可能是決定會否在該城市工作的一個因素。香港擁有很多米芝蓮星級餐廳,廣為人知的中國食物如雲吞麵、點心及美味的粥品總是能溫暖並治癒你的胃,燒鴨和叉燒更是到香港必嘗的食物。在新加坡你可以品嚐到海南雞飯、熱騰騰的肉骨茶還有各種咖哩和印度煎餅。這些地道的食物在大街上隨處可見,不難找到。而毫無疑問,這些食物同樣都是些美味佳餚,令人垂涎三尺。…

HKIS work includes setting standards for professional services and performance, establishing codes of ethics, determining requirements for admission as professional surveyors, and encouraging members to upgrade skills through continuing professional development.
